SUBJECT: Call to Emergency Session – Monday, March 20, 2023 at 2:00 p.m.

In light of the urgent conditions related to school facilities that pose a threat to the health and safety of students and personnel of the Guam Department of Education, as reported by the community, GDOE, and the Department of Public Health & Social Services, I hereby certify that conditions exist involving danger to public health or safety pursuant to 2 G.C.A. § 2103 (a).
Therefore, I Liheslaturan Guåhan will be called into Emergency Session on Monday, March 20, 2023, at 2:00 p.m. in the Guam Congress Building to address the urgent health and safety conditions of GDOE schools. The attached request has been submitted to consider as qualified measures for an emergency session:
· Bill No. 29-37 (COR) As Substituted - Chris Barnett / Sabina Flores Perez / Therese M. Terlaje / Roy Anthony Benavente Quinata / William A. Parkinson / Christopher M. Dueñas / Telo T. Taitague / Frank Blas, Jr. / Thomas Fisher / Joanne Brown / Jesse A. Lujan / Tina Rose Muña Barnes / Amanda L. Shelton - AN ACT TO RENUMBER § 4721 ENTITLED “VARIANCE” AND TO AMEND §§ 4719 AND 4721 ENTITLED “VARIANCE” ALL OF DIVISION 1, ARTICLE 7, CHAPTER 4, TITLE 26 OF GUAM ADMINISTRATIVE RULES AND REGULATIONS, RELATIVE TO UPDATING SANITATION REGULATIONS TO PROMOTE HEALTH AND SAFETY OF OUR SCHOOLS.
o For your reference, a public hearing was conducted for Bill No. 29-37 (COR) As Substituted Thursday, March 9, 2023, and a committee report is pending. A Fiscal Impact note for the bill was issued on February 16, 2023, by the Bureau of Budget Management & Research, and is attached to this notice.
· Bill No. 32-37 (COR) - Christopher M. Dueñas- AN ACT TO APPROPRIATE THIRTY MILLION DOLLARS ($30,000,000) TO THE GUAM DEPARTMENT OF EDUCATION FOR SCHOOL INFRASTRUCTURE REPAIRS AND MAINTENANCE.
o For your reference, Bill No. 32-37 (COR) was introduced on February 6, 2023, and referred to the Committee on General Government Operations and Appropriations on February 8, 2023. A Fiscal Impact note for the bill was issued on February 23, 2023, by the Bureau of Budget Management & Research, and is attached to this notice.
· Bill No. 46-37 (COR) - Sabina Flores Perez / Chris Barnett- AN ACT TO ADD A NEW §5425.2 TO PART A OF ARTICLE 9, CHAPTER 5 OF TITLE 5, GUAM CODE ANNOTATED, RELATIVE TO PROVIDING TEMPORARY EXPEDITED PROCUREMENT PROTEST PROCEDURES FOR ACQUISITIONS FUNDED WITH AMERICAN RESCUE PLAN ACT MONEYS ALLOTTED TO THE GUAM DEPARTMENT OF EDUCATION.
o For your reference, Bill No. 46-37 (COR) was introduced on February 14, 2023, and referred to the Committee on Environment, Revenue and Taxation, Labor, Procurement, and Statistics, Research, and Planning on February 16, 2023. A public hearing was held on February 23, 2023, and a committee report filed and posted online on the Guam Legislature’s website. A Fiscal Impact note for the bill was issued on March 8, 2023, by the Bureau of Budget & Management Research, and is attached to this notice.
In the absence of a session agenda adopted by the Committee on Rules, notice is hereby given that all introduced bills listed at https://guamlegislature.com/index/bills/
are potential items to be placed on the agenda pursuant to motion, standing rules and consistent with the emergency call.
The Daily Order of Business shall be as set forth in Section 1.02(c) of the 37th Guam Legislature’s Standing Rules:

Pursuant to 2 G.C.A., § 2103 (a), I certify emergency conditions exist and waive the requirement for a public hearing for Bill No. 32-37 (COR). The public hearing requirement for Bill No. 29-37 (COR) As Substituted by the Committee is also hereby waived pending the submission of a Committee Report.
