PUBLIC COMMENT & HEARING: GUAM 2022-2023 CLEAN WATER AND SAFE DRINKING WATER CONSTRUCTION GRANT PROJECTS PRIORITY LIST

ANNOUNCEMENT

The Clean Water Act (CWA) and Safe Drinking Water Act (SDWA) authorizes the USEPA to provide federal grants to Territories for needed infrastructure improvements to wastewater systems and public water systems. The primary purpose of the Federal grants is to assist the Territory in protecting public health and meeting enforceable requirements of the CWA and SDWA. The Guam Environmental Protection Agency (Guam EPA), in conjunction with Guam Waterworks Authority (GWA) prepares and ranks the proposed project priority list following guidelines established by USEPA, including the use of a quantifiable method of ranking projects. The priority ranking system considers factors including protection of public health, compliance with the CWA and SDWA, and protection of Guam’s aquifers and surface water quality.
 
Guam EPA hereby announces the availability for public review and comment of the proposed Project Priority List and Project Priority Ranking Method. Written comments are welcome must be received by the agency via hand delivery, or mail and should be addressed to:

Written comments must be received, or postmarked no later than 5:00 p.m. on Wednesday, April 20, 2022. Electronic submission may be sent to Guam EPA Chief Engineer CAPT Brian Bearden, P.E., BSCEE at brian.bearden@epa.guam.gov. Facsimile submittals will not be accepted. 
Oral comments may be provided at virtual public hearing on:
Thursday, April 14, 2022 at 4:00 P.M.

The draft priority list can be viewed at Guam EPA administration building or by CLICKING HERE. Following consideration of both written and oral comments, the Project Priority List will presented to the Guam EPA Board of Directors for consideration and adoption at a regularly scheduled, public meeting of the Board.
