Chamorro Standard Time. Proposals received after the closing time for receipt will not be considered. Office hours for receipt of Proposal are Monday through Friday (excluding Government of Guam Holidays), 8:00 a.m. to 12:00 p.m. and l :00 p.m. to 5:00 p.m. Physical submission of proposals must be hand delivered, delivered by mail, or delivered by other courier service to:
