​​ABOUT CONSOLIDATED COMMISSION ON UTILITIES
Established in 2002, the Consolidated Commission on Utilities (CCU) was established as the board of director for both the Guam Power Authority and the Guam Waterworks Authority. The CCU is made up of five elected members and is vested with the same powers previously exercised by previous boards of directors. In addition, it retains contracting authority, establishes policies and has control over the selection of the top management of the Authority.
