Traffic Advisory for the Week of October 31 - November 6, 2022

Road Safety Reminder for the Week


Windshield, Wipers, and Clean Glass Surfaces
It is important that you are able to see clearly through all windows, including the windshield, and by using mirrors. Here are some things you can do to help you.

  • Damaged glass can break more easily in a minor collision or when something hits the windshield. It can also obscure vision. Have the windshield replaced if it has been damaged.
  • Any window or windshield must be made of safety glass and permit clear vision. Windshield wipers are required for all windshields.
  • Windshield wipers keep the rain off the windshield. Make sure they are in good operating condition. If the blades have not been keeping the windows clear, replace them.
  • Keep the windshield clean. Bright sun or headlights on a dirty windshield make it hard to see. Carry liquid cleaner and a paper or cloth towel so you can clean your windshield whenever it is necessary.
  • Keep your window washer bottle full.
  • Keep the inside of your windows clean, especially if anyone has been smoking in the vehicle. Smoking causes a film to build up on the inside glass.
  • Do not hang things from your mirror while driving your vehicle or clutter up the windshield with decals. They could block your view.
  • Keep the headlights, backup, brake and taillights clean. Dirt on the lenses can cut the light’s effectiveness by 50 percent.

Guam Construction Update

Motorists are advised to drive cautiously through the construction zones, observe all posted speed limit and construction signs, and carefully heed flaggers (when present). Alternate routes and/or adjusting drive times when feasible are encouraged.

Motorists are asked to be extremely cautious on Monday, October 31 in anticipation of Halloween Trick or Treaters, especially in residential areas.
 
Route 28 Rehabilitation from Route 1 to Bumuchachu Street – Dededo
On Monday, 10/31/22 – Friday, 11/4/22 from 8:30 AM to 4:00 PM, motorists are advised that there will be lane shifts and intermittent lane closures along Route 28 from Buena Vesta Avenue to Bumuchachu Street.

On Saturday, 11/5/22 - Sunday, 11/6/22 from 7:30 AM to 4:00 PM, motorists are advised that there will be lane shifts and intermittent lane closures along Route 28 from Buena Vesta Avenue to Bumuchachu Street.
 
Islandwide Signing System Upgrade – Rt 15/Rt 26 (Mangilao), Rt 15/Rt 29 (Yigo),Rt 1 S/O Rt 6 (Adelup) Intersections and Various Locations
Pavement striping and marking removal and replacement continue throughout the week requiring intermittent lanes shifts and closures from 8:30 AM to 4:00 PM. The following dates are contingent on the weather.
Route 5 and Portion of Route 12, Reconstruction and Widening (Route 2A to Naval Magazine/Route 12) – Santa Rita
Motorists are advised that construction activities will continue along Route 5 from Route 2A to Juan C. Lizama Street with intermittent lane closures.
 
Route 4 Pavement Repairs, North of Chalan Kinaka – Chalan Pago
On Monday, 10/31/22 from 8:30 AM to 4:00 PM, motorists are advised that there will be lane shifts along Route 4 from the Route 10/Route 4 Intersection to Chalan Kinaka, weather permitting.

No work anticipated for 2 weeks until pavement cures. Motorists are advised to proceed with caution due to the temporary lane markings.
 
Route 14B (Ypao Road) Reconstruction and Widening (Route 14 to Carmen Memorial Dr.), Phase 1 Cliffside – Tamuning
There is a full road closure between Congressman Palting Loop and Pale San Vitores Road for the construction of a new retaining wall and widening of Ypao Road. Motorists will have to take alternate routes. The full road closure is expected to last until May 2023.
 
Islandwide Village Street Pavement Resurfacing – Tamuning
From 7:00 AM – 4:00 PM Tuesday, 11/1/22, the DPW contractor will be milling and paving Tun Josen Emetarian Camacho St, weather permitting. There will be intermittent lane closures. We encourage residents in the area to exercise caution.
 
Islandwide Village Street Pavement Resurfacing – Hågat
From 7:00 AM – 4:00 PM Friday, 11/4/22, the DPW contractor will be milling and paving San Vicente Avenue, weather permitting. There will be intermittent lane closures. We encourage residents in the area to exercise caution.
