The Department of Revenue and Taxation (“DRT”) today announced the release of Form DRT-CELA,

Cannabis Establishment License Application. Form DRT-CELA will be available online at www.guamtax.com and at
DRT’s Compliance Branch. This is Step 4 of the 6 Basic Steps to Obtain a Cannabis Business License and requires
clearance from other regulatory agencies outside of DRT.
The Guam Cannabis Industry Act of 2019 declassified marijuana as a Schedule 1 Controlled Substance for Guam and
authorized the lawful operation of licensed cannabis-related facilities.
The 6 Basic Steps to Obtain a Cannabis Business License are as follows (note that there is a difference in process if the
business is a sole proprietorship):
1. File your organizational documents, as necessary, with DRT’s Business License Branch
2. Apply for Responsible Official Cannabis Identification Card
3. Obtain a Cannabis Administrative Business License at DRT’s Business License Branch using Form BL-02C
4. Apply for Cannabis Establishment License
5. Apply for Permit to Operate
6. Obtain Cannabis Business License and Subsequently Terminate Administrative Business License
DRT’s Compliance Branch will begin accepting completed Forms DRT-CELA from approved Responsible Officials with
the appropriate application fee for the Cannabis Establishment License payable in cash or check only at the Treasurer of
Guam. Note: No debit or credit card payments will be accepted.
