Please be advised that the Committee on Health, Land, Justice, and Culture will convene public hearings Tuesday, October 17, 2023 starting at 2:00 PM, in the Guam Congress Building Public Hearing room, for the following agenda items:

• Bill No. 16-37(COR)- Joe S. San Agustin / Roy Anthony Benavente Quinata-AN ACT TO ADD A NEW § 75122(c)(2)(A) TO CHAPTER 75 OF TITLE 21, GUAM CODE ANNOTATED RELATIVE TO REQUIRING THE CHAMORRO LAND TRUST TO SOLICIT COMPETITIVE BIDS FOR THE MASS GRADING AND MINERAL EXTRACTION OF A PORTION OF LOT 5412, MANGILAO.

Note: If the public hearings currently scheduled for October 11 are postponed due to typhoon, those bills will also be heard on October 17 and are as follows:

• Bill No. 140-37(COR)- Therese M. Terlaje- AN ACT TO ADD A NEW §80.55 TO ARTICLE 2, CHAPTER 80 OF TITLE 8 GUAM CODE ANNOTATED, RELATIVE TO AFFORDING THE PEOPLE OF GUAM THE RIGHT TO SPEEDY TRIAL.

• Bill No. 39-37(LS)- William A. Parkinson- AN ACT TO AMEND SUBSECTION (d) OF § 7.112 AND TO ADD A NEW SUBSECTION (e) TO § 7.113, BOTH OF ARTICLE 5, CHAPTER 7, TITLE 9, GUAM CODE ANNOTATED; RELATIVE TO BETTER EFFECTUATING THE INTENT OF GUAM’S CASTLE DOCTRINE ACT BY ELIMINATING THE DUTY TO RETREAT FROM THE CURTILAGE OF ONE’S RESIDENCE; AND TO ENHANCING JUDICIAL ECONOMY BY ADOPTING A PRETRIAL HEARING TO DETERMINE A DEFENDANT’S IMMUNITY FROM CRIMINAL PROSECUTION; AND TO CITE THIS ACT AS THE “CASTLE DOCTRINE REFORM ACT OF 2023.
