RELATIVE TO EXERCISING THE RIGHT TO PETITION PURSUANT § 1423 K. OF 48 USC CHAPTER 8 RELATIVE TO SUPPORTING STATEHOOD FOR THE PEOPLE OF WASHINGTON D.C. AND SPECIFICALLY URGING THE UNITED STATES CONGRESS TO PASS H.R. 51 AND S. 51.
