About the Guam Crisis Intervention Program and GCIP Advisory Board
The Byrne State Crisis Intervention Prog
-Training to improve implementation of protection orders involving firearms
– Communication, education, and public awareness about protection orders
– Specialized court-based approaches such as drug, mental health, and veterans treatment courts, including those that specifically accept clients with firearm violations
– Behavioral health deflection for those at risk to themselves or others
– Funding for law enforcement agencies to safely secure, store, track, and return relinquished guns
– Research to determine the effectiveness in preventing violence and suicide
The Bureau of Statistics and Plans applied for the FY 2022- 2023 Byrne State Crisis Intervention Prog
To fulfill this requirement, the Governor signed and issued Executive Order No. 2023-13: Relative to Establishing the (GCIP) Guam Crisis Intervention Program Advisory Board.
In accordance with EO 2023-13, the advisory board will develop the SCIP Plan and approve the SCIP Budget with the administrative support from the Bureau of Statistics and Plans.
The SCIP Advisory Board is comprised of the following 7 members:
1. Chief of Police of the Guam Police Department, or designee;
2. Chief Justice of the Supreme Court of Guam, or designee;
3. Attorney General of the Office of the Attorney General of Guam, or designee;
4. Director of the Guam Behavioral Health & Wellness Center, or designee;
5. Executive Director of the Public Defender Service Corporation, or designee;
6. One (1) community representative to be appointed by the Governor; and
7. President of the Victim Advocates Reaching Out (“VARO”)
The GCIP Advisory Board shall have the following duties and responsibilities:
i. Develop and submit to the Bureau of Justice Assistance for review and approval the SCIP Plan, budget, and sub-award recipient list;
ii. Ensure the SCIP Plan addresses the following, but not limited to:
a. Extreme risk protection order programs that work to keep firearms out of the hands of people who pose a threat to themselves or others;
b. Communication, education, and public awareness on the value and public safety benefits of ERPO laws and programs, and promote the importance of effective implementation and enforcement, as well as program development and enhancement;
c. Related court-based, behavioral health deflection and gun safety programs or initiatives include, but are not limited to:
– Specialized court-based programs such as drug, mental health, and veterans’ – treatment courts including those that specifically accept clients with firearms violations;
– Behavioral health deflection for those at risk to themselves or others; and
– Funding for law enforcement agencies to safely secure, store, track, and return relinquished guns such as gun locks and storage and development and or delivery or specialized training.
d. Evaluation of Crisis Intervention Programs to engage a research partner to evaluate the effectiveness of crisis intervention programs or ERPO initiatives in preventing violence and suicide, and measures that have been taken to safeguard the constitutional rights of individuals subject to a crisis intervention program and or ERPO initiative.
iii. Provide bi-annual updates to the Governor on the GCIP Advisory Board’s progress and spending plan.
