Please be advised that the Committee on Emergency Response, Border Safety, Military and Veterans Affairs, and Mayors’ Council of Guam will convene an oversight hearing on Wednesday, July 31, 2024, in the Guam Congress Building Public Hearing Room. The Committee will hear and accept testimonies on the following:

GUAM HOMELAND SECURITY (GHS) AND THE GUAM OFFICE OF CIVIL DEFENSE (OCD).
· GHS/OCD Funding and Budget.
· FEMA Grant Restrictions and Noncompliance.
o FEMA Restrictions on HSGP and EMPG.
· Financial Impact on the General Fund.
o Reimbursements from FEMA Grants.
o Expenditures by GHS/OCD from the General Fund.
· Agency Issues:
o Personnel Turnover.
o Lack of Consistent Leadership and Qualified Grants Management.
· Corrective Measures.
