The Committee on Finance and Government Operations will conduct a public hearing on Thursday, April 24, 2025, beginning at 8:30 am at the Public Hearing Room in the Guam Congress Building.

Dueñas – AN ACT TO ADD A NEW § 26110.2 TO CHAPTER 26, DIVISION 2 OF TITLE 11, GUAM CODE ANNOTATED, RELATIVE TO REQUIRING THE ITEMIZATION OF BUSINESS PRIVILEGE TAX ON ALL SALES RECEIPTS, INVOICES AND OTHER DOCUMENTATION PROVIDED TO CUSTOMERS, AND TO ESTABLISH PENALTIES FOR NON-COMPLIANCE, TO BE KNOWN AS THE “BUSINESS PRIVILEGE TAX TRANSPARENCY ACT OF 2025.”

  • Bill No. 90-38 (COR)Vincent A. V. Borja – AN ACT TO AMEND §26203.2 OF CHAPTER 26 TITLE 11, GUAM CODE ANNOTATED, RELATIVE TO PERMANENTLY INCREASING THE GROSS THRESHOLD FOR LIMITED EXEMPTIONS ON THE BUSINESS PRIVILEGE TAXES FOR CERTAIN SMALL BUSINESSES.
  • Bill No. 101-38 (COR)Jesse A. Lujan – AN ACT TO ADD A NEW § 26203 (f) TO ARTICLE 2, CHAPTER 26, TITLE 11 GUAM CODE ANNOTATED, RELATIVE TO EXPANDING THE BUSINESS PRIVILEGE TAX EXEMPTIONS LIST TO INCLUDE PRESCRIPTION DRUGS.
