Please be advised that the Committee on Public Safety, Emergency Management, and Guam National Guard (Committee) will conduct a Public Hearing on Tuesday, May 20, 2025, beginning at 8:30 a.m. in the Public Hearing Room of the Guam Congress Building in Hagåtña. The agenda will include the following discussion items:

The Public Hearing will broadcast on local television, GTA Channel 21, Docomo Channel 117 and stream online via I Liheslaturan Guåhan’s live feed. A recording of the hearing will be available online via Guam Legislature Media on YouTube after the hearing.
How to Participate
If you are interested in participating in the Public Hearing to provide testimony, please contact the Office of Senator Shawn Gumataotao at (671) 647-1409/1411 or via email at office.senatorshawn@guamlegislature.gov no later than Monday, May 19, 2025, for further guidance.
If written testimonies are to be presented at the Public Hearing, the Committee requests that copies be submitted prior to the hearing date and they should be addressed to Senator Shawn Gumataotao, Chairman of the Committee. Testimonies may be submitted via Senator Gumataotao’s mailbox located at the Guam Congress Building in Hagåtña or via email to the Office of Senator Shawn Gumataotao.

- Bill No. 91-38 (COR) by Senator Joe S. San Agustin: AN ACT TO ADD A NEW (n) TO § 63201 AND AMEND § 63202(a) AND § 63203(a), ALL OF ARTICLE 2, CHAPTER 63, TITLE 10, GUAM CODE ANNOTATED RELATIVE TO ESTABLISHING A MINIMUM RESIDENCY REQUIREMENT FOR THE GUAM NATIONAL GUARD LEADERSHIP.
- Bill No. 103-38 (COR) by Senator Eulogio Shawn Gumataotao: AN ACT TO AMEND AND RE-NUMBER § 51102(h)(11) OF CHAPTER 51, TITLE 17, TO AMEND § 51103(b)(4) OF CHAPTER 51, TITLE 17, AND TO AMEND § 7120 OF CHAPTER 7, TITLE 22, ALL OF THE GUAM CODE ANNOTATED, RELATIVE TO AUTHORIZING THE TEMPORARY CERTIFICATION OF PEACE OFFICERS AND TO AUTHORIZING THE MANPOWER DEVELOPMENT FUND FOR CERTIFICATION COURSES REQUIRED BY THE PEACE OFFICER STANDARDS AND TRAINING COMMISSION.
