Solar for All Guam Program Request for Project Proposals
ANNOUNCEMENT
The Guam Energy Office (GEO) was awarded $62.4 million from the U.S. Environmental Protection Agency under the Solar for All Program. GEO is accepting proposals from interested entities for the planning and implmentation activities of the Solar for All Guam Program. The application period for the Request for Project Proposals for the Solar for All Guam Program is now open and will close on Thursday, July 31, 2025, at 5:00 p.m.
Solar for All Guam (SFAGU) is a federally funded program that provides financial and technical assistance to low-income and disadvantaged communities, enabling them to deploy and benefit from residential serving distributed solar energy and storage projects. The SFAGU program has two major components available to qualifying households: 1) the SFAGU Loan Program and 2) the SFAGU Community Solar Rooftop Project. Both projects ensure low-income households receive residential distributed solar by providing program beneficiaries with household savings, energy resilience, and other meaningful benefits. In addition to lowering costs and increasing island resilience, SFAGU supports clean energy education and workforce development by creating new training and job opportunities for Guam residents.
All applications and supporting documents must be submitted in both a hard copy and PDF format to the Guam Energy Office, open weekdays between 8 a.m. and 5 p.m. Applications received after the closing date and time will not be considered for funding. Proposals should include a Cover Letter, detailed Program and Budget Narrative, Budget Table, and all Attachments.
