The Guam State Clearinghouse under the Office of the Governor is soliciting proposals from
qualified and interested firms for Professional Services.
The Request for Proposal (RFP) package will be available on Monday, August 11, 2025 at the
Guam State Clearinghouse, Ricardo J. Bordallo Complex, 513 West Marine Corps Drive
Hagatna, Guam 96910 from 8:30am to 4:30pm, excluding holidays and weekends.
To obtain a Request for Proposal (RFP) packet a registration form must be submitted to the
Guam State Clearinghouse at peter.cruz@guam.gov. All prospective offerors must register
contact information with the Guam State Clearinghouse to ensure they receive any notices
regarding any changes or updates to the RFP. The Guam State Clearinghouse and the Office of
the Governor shall not be liable for failure to provide notice to any party who did not register
contact information.

Proposals must be submitted to the attention of Peter John Cruz, Staff Assistant, Guam State
Clearinghouse, Ricardo J Bordallo, Governor's Complex, 513 West Marine Corp Drive, Hagatna,
Guam 96910.
The deadline to submit proposals is Wednesday, August 27, 2025, no later than 5:00 PM,
Chamorro Standard Time (ChST). Failure to submit proposals at the specified location, date,
and time will be grounds for rejection of the proposal.
All questions regarding the RFP should be submitted in writing via e-mail to the Guam State
Clearinghouse at peter.cruz@guam.gov on or before Monday, August 18, 2025, no later than
5:00 PM, ChST. Except to the person named above, direct or indirect contact with the Office of
the Governor and Guam State Clearinghouse management or staff, or any person participating in
the selection process is prohibited.
