San Agustin - AN ACT TO ADD A NEW CHAPTER 10 AND CHAPTER 11 TO DIVISION 1, TITLE 11 GUAM CODE ANNOTATED AND ADD A NEW CHAPTER 98 TO DIVISION 4, TITLE 10 GUAM CODE ANNOTATED, RELATIVE TO ESTABLISHING AN ELECTRONIC NICOTINE DELIVERY SYSTEMS (ENDS) PRODUCT TAX AND LICENSING WHICH SHALL BE CITED AS THE “ENDS EXCISE ACT OF 2025” AND ESTABLISH A DEPARTMENT OF REVENUE AND TAXATION REVOLVING FUND AND A GUAM MEMORIAL HOSPITAL AUTHORITY REVOLVING FUND.
- Bill No. 187-38 (COR) – Sabrina Salas Matanane / Christoper M. Dueñas / Jesse A. Lujan - AN ACT TO APPROPRIATE THE SUM OF THIRTY-TWO MILLION DOLLARS ($32,000,000) FROM THE GENERAL FUND REALIZED FROM BOND REFUNDING SAVINGS NOT FACTORED INTO THE FISCAL YEAR 2026 BUDGET FOR CAPITAL IMPROVEMENT PROJECTS AND LIFE SAVING SUPPLIES AND MATERIALS AT THE GUAM MEMORIAL HOSPITAL AUTHORITY AND OTHER HEALTH-RELATED FACILITIES.
- Bill No. 188-38 (COR) – Telo Taitague / Sabina Flores Perez / Chris Barnett / Shelly V. Calvo - AN ACT TO APPROPRIATE THE SUM OF NINETEEN MILLION SEVEN HUNDRED FORTY-FIVE THOUSAND SEVEN HUNDRED FOURTEEN DOLLARS ($19,745,714) FROM THE DEBT SERVICE SAVINGS RESULTING FROM THE GOVERNMENT OF GUAM BUSINESS PRIVILEGE TAX REFUNDING BONDS, SERIES 2025G, WHICH REDEEM THE SERIES 2015D BONDS, TO THE GUAM MEMORIAL HOSPITAL AUTHORITY FOR CRITICAL CAPITAL IMPROVEMENTS AND OPERATIONAL COSTS.
