Re: FIRST NOTICE of Public Hearing on October 13, 2025
The Committee on Finance and Government Operations will hold a public hearing on Monday, October 13, 2025, beginning at 9:00 am at the Public Hearing Room in the Guam Congress Building. The agenda is as follows:
- Bill No. 174-38 (COR) – V. Anthony Ada - AN ACT TO ADD A NEW CHAPTER 53 TO DIVISION 2 OF TITLE 12, GUAM CODE ANNOTATED, RELATIVE TO ESTABLISHING THE GUAM FREE TRADE ZONE ACT OF 2025; TO DESIGNATE A FREE TRADE LOGISTICS ZONE, TO ESTABLISH TRADE FACILITATION INCENTIVES, AND TO PROMOTE GUAM AS A RE-EXPORT CENTER FOR THE INDO-PACIFIC REGION; AND TO APPROPRIATE THE SUM OF FIVE HUNDRED THOUSAND DOLLARS ($500,000) TO FUND THE PURPOSES OF THIS ACT.
- Bill No. 156-38 (COR) – Joe S. San Agustin - AN ACT TO AMEND §§ 58104(b)(2) AND 58106; ALL OF CHAPTER 58, TITLE 5, GUAM CODE ANNOTATED, RELATIVE TO AUTHORIZING THE EXTENSION OF LEASE AGREEMENTS UNDER THE GUAM EDUCATION FINANCING FOUNDATION (GEFF) TO FINANCE THE CAPITAL IMPROVEMENTS AND MODERNIZATION OF GUAM DEPARTMENT OF EDUCATION (GDOE) FACILITIES WITH FIFTY-NINE MILLION THREE HUNDRED SEVENTY THOUSAND DOLLARS ($ 59,370,000).
