Subject:    SECOND NOTICE of Public Hearing – Friday, October 17, 2025 at 8:30 a.m.

Please be advised that the Committee on Economic Investment, Military Buildup, Regional Relations, Regulatory Affairs, Technology, Justice, Elections, and Retirement will conduct a public hearing on Friday, October 17, 2025 at 8:30 a.m., in the Guam Congress Building, Public Hearing Room. The Committee will hear and accept testimonies on the following agenda items: 

1. BILL NO. 102-38 (COR) - WILLIAM A. PARKINSON- “AN ACT TO ESTABLISH THE GUAM TARIFF ADVANTAGE DEVELOPMENT ACT (“GTADA”), UTILIZING GUAM’S UNIQUE TARIFF-EXEMPT STATUS TO INCENTIVIZE ECONOMIC DIVERSIFICATION, ENHANCE MANUFACTURING OPPORTUNITIES, ATTRACT FOREIGN DIRECT INVESTMENT, AND SUPPORT JOB CREATION; TO AMEND TITLE 11 AND TITLE 12 OF THE GUAM CODE ANNOTATED TO ESTABLISH PROCEDURES, INCENTIVES, AND ADMINISTRATIVE STRUCTURES NECESSARY THERETO, AND PROVIDE FOR EFFECTIVE IMPLEMENTATION AND OVERSIGHT.”

2. BILL NO. 165-38 (COR) - SHELLY V. CALVO- “AN ACT TO AMEND SUBSECTION (d) OF § 3101 OF ARTICLE 1, CHAPTER 3, TITLE 16, GUAM CODE ANNOTATED, RELATIVE TO EXTENDING THE PERIOD DURING WHICH HOLDERS OF VALID U.S. DRIVER’S LICENSES MAY OPERATE MOTOR VEHICLES IN GUAM.”

3. BILL NO. 178-38 (LS) -TINA ROSE MUNA BARNES- “AN ACT TO ADD A NEW §1115 TO CHAPTER 1, TITLE 11, GUAM CODE ANNOTATED RELATIVE TO REQUIRING THE DEPARTMENT OF REVENUE AND TAXATION TO ISSUE A REQUEST FOR PROPOSAL (RFP) FOR A PILOT ROBOTIC PROCESS AUTOMATION PROGRAM.”
