RE: SECOND NOTICE of Joint Oversight Hearing on Friday, October 24, 2025 

The Committee on Transportation, Tourism, Customs, Utilities and Federal & Foreign Affairs will convene a Joint Oversight Hearing on Friday, October 24, 2025 beginning at 9:00 AM at the Public Hearing Room in the Guam Congress Building. The agenda is as follows:

III. Introduction of Purpose
Brief overview of the hearing objectives and scope:
● Discussion of Dieldrin contamination in Guam’s water supply
● Assessment of interagency coordination and response
● Review of public health, environmental, and infrastructure implications
IV. Testimonies and Presentations
● Guam Waterworks Authority (GWA)| Mr. Miguel C. Bordallo, P.E., General Manager (or designee) Presentation on Dieldrin detection data, source identification, and remediation efforts
● Guam Environmental Protection Agency (GEPA) | Ms. Michelle C. R. Lastimoza, Administrator (or designee) | Overview of environmental monitoring, regulatory compliance, and interagency coordination
● ⁠Guam Department of Public Health and Social Services (DPHSS) | Ms. Theresa C. Arriola, Director (or designee) | Public health risk assessments, community advisories, and response measures
