RE: FIRST NOTICE of Oversight Hearing on Thursday, November 13, 2025
The Committee on Transportation, Tourism, Customs, Utilities and Federal & Foreign Affairs will convene an Oversight Hearing on Thursday, November 13, 2025 beginning at 2:00 PM at the Public Hearing Room in the Guam Congress Building. The agenda is as follows:
1. Call to Order
2. Opening Remarks
3. Agency Presentation: Guam Regional Transit Authority (GRTA)
o FY 2025 closeout and FY 2026 operational overview
o Fleet readiness, maintenance, and capital improvement projects
o Service delivery and on-time performance
o Staffing and training initiatives
o Federal funding and grant compliance
o Performance metrics and FY2027 readiness
4. Committee Questions and Discussion
o Each Senator allotted five (5) minutes per round
5. Public Comment
6. Closing Remarks
7. Adjournment
Participation in the Oversight Hearing will be limited to representatives from the relevant government agencies; however, members of the public are welcome to attend the Oversight Hearing.
