RE: SECOND NOTICE of Joint Oversight Hearing on Monday, November 10, 2025
The Committee on Transportation, Tourism, Customs, Utilities and Federal & Foreign Affairs will convene a Joint Oversight Hearing on Monday, November 10, 2025 beginning at 9:00 AM at the Public Hearing Room in the Guam Congress Building. The agenda is as follows:
1. Call to Order
2. Opening Remarks
3. Agency Presentations
o Guam Visitors Bureau (GVB)
§ Remarks by Board Chair
§ Tourism performance update and FY2026 marketing priorities
§ Review of FY2025 expenditures and program outcomes
§ Status of board governance and administrative compliance
§ Hiring practices and expenses related to official travel
o Guam International Airport Authority (GIAA)
§ Remarks by Board Chair
§ Airline incentive program implementation and performance metrics
§ Status of route development and partnership coordination with GVB
§ Financial performance, Loan Application and Infrastructure Readiness
4. Committee Questions and Discussion
o Each Senator allotted five (5) minutes per round
5. Public Comment
6. Closing Remarks
Participation in the Joint Oversight Hearing will be limited to representatives from the relevant government agencies; however, members of the public are welcome to attend the Oversight Hearing.
