Buenas yan Håfa adai! Please be advised that the Committee on Public Safety, Emergency Management, and Guam National Guard (Committee) will conduct an Oversight Hearing and a Public Hearing on Wednesday, December 17, 2025, in the Public Hearing Room of the Guam Congress Building in Hagåtña.

- Bill No. 184-38 (COR), AN ACT TO AMEND § 14.101, TO ADD A NEW § 14.104.2(f), AND TO AMEND § 14.105, ALL OF ARTICLE 14.1, CHAPTER 1, TITLE 5, GUAM CODE, ANNOTATED, RELATIVE TO STRENGTHENING HOMELAND SECURITY SERVICES FOR THE PEOPLE OF GUAM BY REQUIRING MERIT-BASED GRANTS MANAGEMENT AND FUSION CENTER DIRECTOR POSITIONS, AND REQUIRING THE SUBMISSION OF PROJECT PERFORMANCE, COMPLIANCE, AND FINANCIAL REPORTS.
The Committee will address Bill No. 184-38 (COR) with proposed Committee amendments, which were prepared based on feedback provided during the Bill’s initial Public Hearing on October 14, 2025.

The Oversight Hearing and Public Hearing will broadcast on local television, GTA Channel 21, Docomo Channel 117 and stream online via I Liheslaturan Guåhan’s live feed. A recording of the hearings will be available online via Guam Legislature Media on YouTube after the hearings.
How to Participate
Participation in the Oversight Hearing will be limited to representatives from the Department of Corrections and those Government of Guam Departments which have been asked to provide information and respond to questions from Senators regarding DOC Facilities. Members of the public are welcome to attend the Oversight Hearing
If written testimonies are to be presented regarding Bill No. 184-38 (COR), testimonies may be submitted before December 16, 2025, and they should be addressed to Senator Shawn Gumataotao, Chairman of the Committee on Public Safety, Emergency Management, and Guam National Guard. Testimonies may be submitted via Senator Gumataotao’s mailbox located at the Guam Congress Building in Hagåtña or via email to his office at office.senatorshawn@guamlegislature.gov. Please be informed that if you intend to include a PowerPoint presentation in your testimony for Bill No. 184-38 (COR), the file(s) should be submitted to Senator Gumataotao’s office via email at least 72 hours in advance of the intended use.
