Professional Consulting Services for Territory of Guam
Villages Infrastructure & Economic Assessment
The Community Defense Liaison Office (CDLO) under the Office of the Governor of Guam is soliciting proposals from qualified and interested firms for Professional Consultancy Services for Territory of Guam Villages Infrastructure & Economic Assessment.
The Request for Proposal (RFP) package will be available beginning Monday, December 22, 2025 from 8:30 AM to 12:00 PM and 1:00 PM to 4:30 PM (excluding holidays) at the Community Defense Liaison Office (CDLO) at 173 Aspinall Avenue, Ada Plaza Center Bldg. A, Suite 201A, Hagatna, Guam, 96910
All prospective offerors must register contact information to ensure receipt of any notices regarding changes or updates to the RFP. The Office of the Governor shall not be liable for failure to provide notice to any party who did not register. Registration forms will be provided at the pickup location for this RFP. This RFP announcement is available on the Government of Guam notices portal at notices.guam.gov and cdlo.guam.gov

The deadline to submit proposals is Friday, January 9, 2026, no later than 4:30 PM Chamorro Standard Time (ChST). Failure to submit proposals at the specified location, date and time will be grounds for rejection of proposals.
All questions regarding the RFP must be submitted in writing via e-mail to the Office of the Governor’s Procurement Officer at venido.torres@guam.gov on or before Tuesday, December 30, 2025 no later than 4:30 PM, ChST. Except to the Procurement Officer named above, direct or indirect contact with the Office of the Governor or CDLO management or staff, or any employee participating in the procurement process is prohibited.
