Pursuant to Section 1.02(b)(1)(B) of the Standing Rules, I am certifying that an emergency condition exists which warrants an emergency session of I Liheslaturan Guåhan.
On December 30, 2025, I received a letter from Senator Therese M. Terlaje requesting an Emergency Session to address BOEM’s deep-sea mining RFI, and to specifically consider Resolution No. 132-38(COR) prior to the comment deadline.
Given the urgent nature of these critical concerns, I Liheslaturan Guåhan, will convene an Emergency Session on Friday, January 9, 2026, at 9:00 A.M. in the Speaker Antonio R. Unpingco Legislative Session Hall in the Guam Congress Building to address Resolution No. 132-38 (COR) as a qualified measure for an emergency session.
The session will be broadcast on GTA Channel 21, Docomo Channel 117 or 112-4 and at http://www.guamlegislature.
