REQUEST FOR PROPOSAL FOR THE PROVISION OF
PRE-EMPLOYMENT TRANSITION SERVICES
DISID-DVR RFP 01-2026 (Pre-ETS)

The Department of Integrated Services for Individuals with Disabilities (DISID) – Division of Vocational Rehabilitation (DVR) is soliciting proposals from private, public, for-profit or non-profit organizations, companies or individuals interested in providing the five (5) required Vocational Rehabilitation (VR) PreEmployment Transition Services (Pre-ETS) for Guam Students with Disabilities (SWDs) ages 14 – 21, who have been determined to be eligible or potentially eligible for, in need of, and consenting to receive one, more or all of the following five (5) required VR Pre-ETS:
1. Job Exploration Counseling (JEC)
2. Work-Based Learning Experience (WBLE)
3. Postsecondary Counseling (PC)
4. Workplace Readiness Training (WRT)
5. Self-Advocacy Training (SAT)

Request for Proposal (RFP) packages are available for public inspection at www.disid.guam.gov or a hard copy is available for pickup at the DISID Director’s Office located at 138 East Marine Corps Drive Jones & Guerrero Commercial Plaza, Suite C105, Hagåtña, Guam during the weekdays (except holidays) between 8:30 am to 4:30 pm. DISID requires that prospective Offerors register with DISID to ensure that they receive notices regarding any changes or updates to the RFP. Official communications, clarifications and amendments to the RFP will be sent to all registered Offerors and posted on www.disid.guam.gov. A registration form is provided with the RFP as DISID RFP Form A. DISID will not be liable for failure to provide notice to any Offeror that does not register their business name and contact information.
 
Questions regarding this RFP should be written and addressed to DISID’s Director through U.S.Mail, hand delivery, or facsimile (671) 477-9183 no later than 4:30 p.m. Chamorro Standard Time,
FRIDAY, January 30th, 2026. All correspondence will be recorded, considered confidential, and timely responded to in the form of an answer or amendment, whichever is applicable in accordance with Guam Procurement Rules and Regulations. Electronic mail (email) is not acceptable. The DEADLINE FOR RECEIPT OF PROPOSALS is no later than 4:30 p.m. Chamorro Standard Time, MONDAY, February 16th, 2026. All proposals must be submitted ONLY via U.S. Mail, courier, or hand delivery and must be addressed to the DISID Director. DISID shall have the right to reject all proposals or offers that have been submitted in response to this RFP, and/or may cancel this RFP at any time if the Director determines such to be in the interest of DISID or if allowed by law or regulation. Guam’s State Vocational Rehabilitation Program is funded by a federal formula grant authorized by the Rehabilitation Act of 1973, as amended by the Workforce Innovation and Opportunity Act (WIOA), and administered locally by the DISID-DVR.
