RE: FIRST NOTICE of Oversight Hearing on Monday, February 2, 2026
The Committee on Transportation, Tourism, Customs, Utilities and Federal & Foreign Affairs will conduct an Oversight Hearing on Monday, February 2, 2026, beginning at 2:00PM at
the Public Hearing Room in the Guam Congress Building. The agenda is as follows:

I. Call to Order
II. Opening Remarks
III. Hearing Objectives and Scope:
• Review of current CQA operations and service delivery
• Status of modernization efforts, staffing, and training
• Recruitment and retention of officers and key personnel
• Preparation for Performance-Based Budgeting
• FY 2024 and FY 2025 lapses and expenditure planning
• Procurement challenges impacting operations, equipment, and modernization timelines
• Interagency coordination with the Port Authority of Guam, Guam International Airport
Authority, Department of Revenue and Taxation, and federal partners
• Trade facilitation, enforcement priorities, and risk management practices
• Revenue protection, compliance, and inspection protocols impacting cargo, passengers,
