The Committee on Economic Investment, Military Buildup, Regional Relations, Regulatory Affairs, Technology, Justice, Elections, and Retirement will conduct a public hearing on Thursday, February 5, 2026 at 8:30 a.m., in the Guam Congress Building, Public Hearing Room to hear and accept testimonies on the following agenda items:

1. Bill No. 237-38 (COR):  Introduced by Telo T. Taitague, Therese M. Terlaje, Chris Barnett, Shelly V. Calvo, Sabina Flores Perez- “AN ACT TO ADD A NEW CHAPTER 8, DIVISION 1, TITLE 17 OF THE GUAM ADMINISTRATIVE RULES AND REGULATIONS, RELATIVE TO THE DEPARTMENT OF LABOR PROMULGATION OF RULES AND REGULATIONS FOR THE IMPLEMENTATION AND ENFORCEMENT OF THE GUAM REGISTERED APPRENTICESHIP PROGRAM PURSUANT TO PUBLIC LAW 35-39.”

2. Bill No. 220-38 (COR):   Introduced by Shelly V. Calvo- “AN ACT TO REPEAL AND REENACT § 21002 OF ARTICLE 10, CHAPTER 2, TITLE 10, GUAM CODE ANNOTATED, AND TO ADD   A   NEW CHAPTER 40C TO TITLE 7, GUAM CODE ANNOTATED, RELATIVE TO CLARIFYING DEFINITIONS RELATED TO ELDERLY OR ADULT WITH A DISABILITY ABUSE; AND TO ESTABLISHING PROTECTION AND SUPPORT FOR THE ELDERLY AND ADULTS WITH A DISABILITY WHO ARE VICTIMS OF ABUSE; AND TO CITE THIS ACT AS THE “GUAM ELDER AND DISABILITY WELFARE ACT OF 2025.”

3. Bill No. 221-38 (COR):  Introduced by Shelly V. Calvo- “AN ACT TO ADD A NEW ARTICLE 4 TO CHAPTER 3 OF TITLE 19, GUAM CODE ANNOTATED, RELATIVE TO THE RECOGNITION AND REGULATION OF COMMON LAW MARRIAGE IN GUAM.”
