This project will be partially funded with Federal Funds under a grant to GEDA from the United States Department of Commerce, Economic Development Administration (USEDA) and therefore, is subject to the Federal laws and regulations associated with that program. Invitation for Bid (IFB) packages may be obtained at the GEDA Office in Tamuning, Guam anytime Monday through Friday, excluding holidays, between 8:00 a.m. and 5:00 p.m. ChST. A flash drive must be provided. The IFB may also be downloaded on GEDA’s website at www.investguam.com. Acknowledgement of Receipt Form must be submitted in person or via email to procurement@investguam.com. GEDA shall not be liable for failure to provide notice(s) or addenda to any bidder who does not submit an Acknowledgement of Receipt Form. Deadline for submission of all bids is no later than 2:00 p.m. ChST, Friday, February 27, 2026. All bids must be submitted to the attention of Christina D. Garcia, CEO/Administrator of the Guam Economic Development Authority. A pre-bid conference will be held in the Sinajana Mayor’s Office Conference Room located at 117A Chalan Guma Yu'us, Sinajana, Guam 96910 on Thursday, February 5, 2026 at 10:00 a.m. ChST.
