The Committee on Economic Investment, Military Buildup, Regional Relations, Regulatory Affairs, Technology, Justice, Elections, and Retirement will conduct a public hearing on Wednesday, February 11, 2026 at 9:00 a.m. in the Guam Congress Building, Public Hearing Room to hear and accept testimonies on the following agenda item:
 
  1. Bill No. 209-38 (COR)-   Introduced by Tina Rose Muña-Barnes- AN ACT TO ADD A NEW ARTICLE 6 TO CHAPTER 8 OF TITLE 3, RELATIVE TO PROHIBITING THE CREATION AND DISTRIBUTION OF MATERIALLY DECEPTIVE MEDIA PRODUCED BY GENERATIVE ARTIFICIAL INTELLIGENCE IN CONNECTION WITH ELECTIONS.
 
  1. Bill No. 225-38 (COR)-  Introduced by Eulogio Shawn Gumataotao- AN ACT TO AMEND § 58110 OF ARTICLE 1, AND TO AMEND § 58205 OF ARTICLE 2, BOTH OF CHAPTER 58, TITLE 12, GUAM CODE ANNOTATED, RELATIVE TO EXPANDING PUBLIC INVESTMENTS AND COMMUNITY CONTRIBUTIONS UNDER GUAM’S QUALIFYING CERTIFICATES LAW TO INCLUDE EMERGENCY RESPONSE RESOURCES.
