The Committee on Transportation, Tourism, Customs, Utilities and Federal & Foreign Affairs will conduct an Oversight Hearing on Friday, February 13, 2026, beginning at 9:00AM at the Public Hearing Room in the Guam Congress Building. The agenda is as follows:

•        Operations and service delivery (capacity, equipment readiness, throughput, bottlenecks, safety)
•        Financial condition and controls (cash position, revenues/expenses, debt, payables, procurement discipline)
•        Capital modernization and execution (priority projects, timelines, funding strategy, major risks)
•        Stakeholder impacts and coordination (shipping lines, importers, truckers, labor; cost and delay drivers)
•        Federal and interagency coordination (grants/compliance, reporting, joint processes with Customs/other agencies)
•        Performance metrics and PBB readiness (KPIs, baselines/targets, outcomes, reporting cadence for budgeting)
