Subject: First Notice of Public Hearing: Friday, February 20, 2026 at 2:00 p.m.
The Office of Senator Sabina Flores Perez will be conducting a public hearing on Friday,
February 20, 2026 at 2:00 p.m. The public hearing will take place in the Guam Congress
Building, Public Hearing Room. The agenda is as follows:

Barnett/Vincent A.V. Borja/Frank F. Blas, Jr./V. Anthony Ada/Therese M.
Terlaje/William A. Parkinson/Tina Rose Muña Barnes – Relative to empowering the
Guam Department of Education to expand anti-drug education and prevention
campaigns, enforce a comprehensive cell phone use policy, strengthen student wellness
and safe learning environments, and increase access to mental health supports for
students across all grade levels.

Vincent A.V. Borja/ Frank F. Blas, Jr./ V. Anthony Ada/ Therese M. Terlaje/ William A.
Parkinson/ Tina Rose Muña-Barnes – Relative to empowering the Guam Department of
Education to advance educational equity and academic success by establishing an early
childhood literacy and parenting curriculum for pregnant and parenting students, examine
the role and develop policies and/or curriculum pertaining to artificial intelligence, and
by strengthening supports to mitigate social promotion while ensuring all students meet
essential learning standards.
