First Notice of Oversight Hearing: Monday April 6, 2026, 2:00 P.M.

PUBLIC HEARING

The Committee on Health and Veterans Affairs will conduct a Oversight Hearing on Monday April 6, 2026, beginning at 2:00 P.M., at the Guam Memorial Hospital’s Education Classroom on the fourth floor. The purpose of this oversight is to hear directly from hospital leaders and staff about the following:
  • Oxygen levels today and moving forward. What are your plans to avert an existential crisis like GMH and other hospitals almost experienced?
  • Current operational status of Guam Memorial Hospital Authority
  • Staffing levels, workforce recruitment, and retention efforts
  • Financial status, including budgetary needs and fiscal outlook. Have you received all funding appropriated to GMHA?
  • Status and timing of Reduction in Force proposal
  • Status of facility improvements, equipment needs, and infrastructure upgrades.
  • Where are we in the procurement process for repair and replacement of electrical panels?
  • Patient services, quality of care, and compliance with healthcare standards
  • Updates on strategic plans and initiatives to improve hospital operations.
  • Key Performance Indicators
  • Status of ZaldyTugade, Associate Administrator of Operations; temporary replacement
 
How to Participate: Written testimony may be delivered to the Office of Senator Sabrina Salas Matanane at the Guam Congress Building, 163 Chalan Santo Papa Hagåtña, Guam 96910 or via email to Office.SenatorBri@guamlegislature.gov. The Committee requests that testimonies be submitted at least forty-eight (48) hours prior to the scheduled hearing.
