Re: FIRST NOTICE of Public Hearing on April 17, 2026

The Committee on Finance and Government Operations will hold a public hearing on Friday, April
17, 2026, beginning at 9:00 am at the Public Hearing Room in the Guam Congress Building.

The agenda is as follows:

• Bill No. 293-38 (COR) – Sabrina Salas Matanane – AN ACT TO ADD A NEW
§58128.8(b)(5) AND A NEW §58128.8(i) TO CHAPTER 58, TITLE 12, GUAM CODE
ANNOTATED, AND TO ESTABLISH REBATE CAPS BEGINNING JANUARY 2027,
RELATIVE TO PUBLIC LAW 38-27.

• Bill No. 301-38 (COR) – Christoper M. Duenas – AN ACT TO AMEND § 5141 OF
CHAPTER 5, TITLE 5 GUAM CODE ANNOTATED, RELATIVE TO EXPANDING THE
GOVERNMENT OF GUAM PROCUREMENT TRAINING AND CERTIFICATION
PROGRAM TO WIDEN AVAILABILITY AND OPPORTUNITY FOR PROCUREMENT
PROFESSIONALS WITHIN THE GOVERNMENT OF GUAM

• Bill No. 300-38 (COR) – Sabina Flores Perez – AN ACT TO AMEND § 5141 OF
CHAPTER 5, TITLE 5 GUAM CODE ANNOTATED, RELATIVE TO EXPANDING
PROCUREMENT TRAINING OPTIONS IN ORDER TO BUILD A SUFFICIENT
WORKFORCE, PROMOTE FAIRNESS AND INTEGRITY THAT CAN REDUCE
PROTESTS, AND STREAMLINE GOVERNMENT PROCUREMENT.
