Subject: CALL TO EMERGENCY SESSION – Thursday, May 14, 2026 – 5:00 P.M.

Pursuant to Section 1.02(b)(1)(B) of the Standing Rules, I am certifying an emergency condition exists which warrants an emergency session of I Liheslaturan Guåhan.
On May 13, 2026, I received a letter from Senator Vincent A.V. Borja requesting an Emergency Session to address Bill 312-38 (COR): “AN ACT TO AMEND §715(1)(3) OF CHAPTER 7, TITLE 1, GUAM CODE ANNOTATED, RELATIVE TO PROVIDING THE GUAM DEPARTMENT OF EDUCATION WITH AN EXCEPTION FROM THE REQUIREMENT OF ONE HUNDRED EIGHTY (180) INSTRUCTIONAL DAYS, OR ITS EQUIVALENCE FOR SCHOOL YEAR 2025-2026 DUE TO TYPHOON SINLAKU.”
Given the urgent nature of these critical concerns, I Liheslaturan Guåhan will convene an Emergency Session on Thursday, May 14, 2026, at 5:00 p.m. in the Speaker Antonio R. Unpingco Legislative Session Hall in the Guam Congress Building to address Bill No. 312-38 (COR) as a qualified measure for an emergency session.
The session will be broadcast on GTA Channel 21, Docomo Channel 117 or 112-4 and at http://www.guamlegislature.
