Pursuant to 4 GCA §6205, I am requesting your approval of an Above-Step Recruitment for 
KristiAnna S. Whitman as Judicial Educator based on her exceptional qualifications.

Position Overview
The Judicial Educator position is primarily responsible for researching, developing, implementing, and managing an interrelated system of educational and training opportunities designed to meet the professional needs of court employees. The Judicial Educator leads the development and coordination of education programs that support the Judiciary’s mission of delivering justice fairly and efficiently through transparent, inclusive and accessible court services.

The position requires knowledge of education theory and methods, with a specific focus on adult education, curriculum design, instruction design, course assessment and evaluation techniques and project management. It also requires knowledge in project management administration and curriculum development methods and skills in training delivery, and the ability to effectively communicate and collaborate across all levels of the organization.

Minimum qualifications for this position include a master’s degree in education or related field, plus three (3) years of project and program management experience and two (2) years of full-time experience teaching and training adults or experience in curriculum development. 
 
Basis for Petition: Exceptional Qualifications
The candidate significantly exceeds the minimum qualifications for this position and brings a rare combination of academic expertise, practical training experience, and subject matter knowledge that directly aligns with the Judiciary’s needs.

She holds a doctoral degree in Counselor Education and Supervision (2013) and has over thirteen (13) years of public service in the Government of Guam. Her professional background includes extensive experience in higher education, having taught graduate and undergraduate courses in human services and counseling at both the Guam Community College (GCC) and the University of Guam (UOG). She also served as Adjunct Faculty at nationally recognized institutions, including the University of Texas at San Antonio, St. Mary’s University, and Seattle University.
 
In addition to her academic background, she has over five (5) years of program management and training experience with the Guam Behavioral Health and Wellness Center (GBHWC). In this role, she managed complex programs in suicide prevention and mental health promotion, each requiring  structured and comprehensive training components.

She is a certified trainer in multiple nationally recognized, evidence-based adult training programs, including:
• Adult Mental Health First Aid 
• Applied Suicide Intervention Skills Training (ASIST) 
• Assessing and Managing Suicide Risk (AMSR) 
• Resilience and Thriving 

Through these programs, she has trained hundreds of adult learners from diverse professional and community backgrounds, demonstrating her ability to design, deliver, and evaluate effective training programs.

She has also been a Licensed Professional Counselor (LPC) for over ten (10) years, providing her with valuable insight into the needs of individuals and professionals working within behavioral health, treatment courts, and client services environments. She is also a Certified Prevention Specialist (CPS), with specialized knowledge in substance misuse prevention, rehabilitation, and recovery in areas that directly intersect with Judiciary programs and initiatives. 

Her experience uniquely positions her to support and enhance Judiciary training initiatives. Her background includes collaboration with multiple government and non-government partners, including GBHWC, a key partner to the Judiciary. She has demonstrated familiarity with Judiciary programs and initiatives, including participation in:
• Sequential Intercept Mapping (SIM) training conducted by Policy Research Associates 
• Pacific Judicial Council’s Emotional Intelligence (EQ) initiative 

She has also successfully integrated Emotional Intelligence (EQ) principles into training programs, an area of increasing importance for judicial officers and court staff.
 
Recommendation
Based on the foregoing, the above-referenced candidate’s qualifications clearly exceed the minimum requirements and constitute exceptional qualifications within the meaning of 4 GCA § 6205. Her advanced education, extensive teaching and training experience, subject matter  expertise, and direct relevance to Judiciary programs make her uniquely qualified to serve in this role.

In light of the above and considering the job responsibilities and requirements expected of her, I believe the Above Step Recruitment at Pay Grade P, Step 8, $87,304.42, on the General Pay Plan is fair and commensurate with her exceptional skills and abilities and consistent with statutory authority and in recognition of the value she brings to this position. 

This petition must be posted for ten days on the Judiciary of Guam website and a notice of the postings provided to the media pursuant to 4 GCA §§6205 and 6303.1.
