Subject: First Notice of Joint Oversight Hearing – Friday, June 19, 2026, 2:00 p.m.
Buenas yan Håfa adai! Please be advised that the Committee on Public Safety, Emergency Management, and Guam National Guard and the Committee on Finance and Government Operations will conduct a Joint Oversight Hearing on Friday, June 19, 2026, 2:00 p.m., in the Public Hearing Room of the Guam Congress Building in Hagåtña based on the following agenda:
- Summary of Typhoon Sinlaku response and recovery efforts;
- Report on the expenditures and encumbrances authorized by the Governor’s State of Emergency Declaration (Executive Order 2026-01 dated April 10, 2026);
- Report on the expenditures and encumbrances supported by Public Law 38-124 ($25 million General Fund and Rainy-Day Fund appropriations for Emergency Response to Typhoon Sinlaku);
- Damage assessment reports submitted by the Government of Guam to the Federal Emergency Management Agency (FEMA); and
- Typhoon Sinlaku After-Action Report.

The Joint Oversight Hearing will broadcast on local television, GTA Channel 21, Docomo Channel 117 and stream online via I Liheslaturan Guåhan’s live feed. A recording of the hearing will be available online via Guam Legislature Media on YouTube after the hearings.
How to Participate
Participation in the Joint Oversight Hearing is limited to representatives from the Office of Civil Defense and relevant emergency management, public works, and finance officials of the Government of Guam; however, members of the public are welcome to attend.
