a. Initiative Act of the People of Guam Relative to Amending Guam Law to Authorize Limited Electronic Gaming Only at Qualified Bingo Facilities and to Create Narrow Exceptions to Existing Gambling Prohibitions
i. Determination pursuant to 3 GCA § 16204 whether the proposed initiative concerns a substantially similar or substantially related subject to the 2012 “Legalization of Bingo Act,” and whether any statutory consequence follows under 3 GCA § 16203.
ii. Review and acceptance of Attachment A as the operative initiative measure for purposes of 3 GCA Chapter 16, including determination that the proposed initiative measure satisfies the 500-word limitation under 3 GCA § 16201 and does not embrace unrelated subjects under 3 GCA § 16202.
iii. Review and determine whether the proponent and initiative author requirements under 3 GCA §§ 16201.1 and 16201.2 have been satisfied.
iv. Review and determine whether the public-input materials submitted by the proponent satisfy 3 GCA § 16201.3.
v. Acknowledgment and acceptance of the Fiscal Impact Statement prepared by the Bureau of Budget and Management Research pursuant to 3 GCA §§ 16219 through 16221.
vi. Approval of official short title and official summary pursuant to 3 GCA §§ 16104 and 16208.
vii. Review and approval of the initiative petition form, or authorization for staff and legal counsel to finalize the petition form consistent with 3 GCA §§ 16208 and 16209.
viii. Authorization for staff to issue the official summary, establish the official summary date under 3 GCA § 16212, provide the required signature threshold, and permit petition circulation subject to compliance with all remaining requirements of 3 GCA Chapter 16.
