The Committee on Transportation, Tourism, Customs, Utilities and Federal & Foreign Affairs will conduct a Joint Oversight Hearing on Tuesday, June 30, 2026, beginning at 8:30 AM at the Public Hearing Room in the Guam Congress Building. The agenda is as follows:

III. Hearing Objectives and Scope:
 
Guam International Airport Authority Segment:
1.     Airport operations, passenger experience, and current route activity;
2.     FY 2026 financial status, budget-to-actual performance, debt service, reserves, and federal grant funding;
3.     Major capital improvement projects, timelines, and facility needs;
4.     Concessions and commercial revenue, including the status of the duty-free concession;
5.     Air service development, seat capacity, airline engagement, and coordination with GVB; and
6.     Any policy, operational, or funding challenges that may require legislative attention.
 
Guam Visitors Bureau Segment:
1.     FY 2026 visitor arrivals, source market performance, and tourism recovery forecasts;
2.     Airline incentive and fuel surcharge support programs, including amounts awarded obligated, expended, and remaining;
3.     Marketing campaigns, destination development, visitor experience, and coordination with tourism stakeholders;
4.     Governance, human resources, employment policies, personnel matters, and internal controls; and
5.     Pending litigation, administrative claims, grievances, or employment-related matters subject to attorney-client privilege and any applicable legal limitations on public discussion.
