The Office of Infrastructure Policy and Development (OIPD), Office of the Governor of Guam, is soliciting proposals from qualified consultants to support the Broadband, Equity, Access, and Deployment (BEAD) Program in Guam.
The consultant will provide strategic guidance on broadband deployment, support non-deployment initiatives, and deploy a grants management portal to ensure compliance with federal reporting requirements.

An electronic copy of the RFP can be requested via email from the Single Point of Contact. Required forms, including the cover sheet, must be completed, signed by an authorized representative, and included in the Offeror’s Proposal.
The deadline for submission of proposals is Monday, March 17, 2025, at 5 p.m. (Chamorro Standard Time). An original proposal plus five (5) copies must be submitted to the OPID office at the address provided above. Email submissions to the RFP OIPD-001-2025 will not be accepted. Off-island offerors must send courier tracking information to the POC.
