Governor Lou Leon Guerrero Signs Executive Order No. 2021-13
Today, Governor Lou Leon Guerrero signed Executive Order No. 2021-13, relative to amending restrictions for incoming travelers and quarantine facilities, and other conditions during Pandemic Condition of Readiness 3 (PCOR 3), and order such that:
o EXEMPTION FOR VACCINATED TRAVELERS EXTENDED TO INDIVIDUALS WITH WORLD HEALTH ORGANIZATION (WHO) AUTHORIZED VACCINES. Effective at 12:01AM on June 19, 2021, all incoming travelers who have been fully vaccinated with an FDA or WHO authorized COVID-19 vaccine (including, but not limited to, Pfizer-BioNTech, Moderna, Johnson & Johnson/Janssen, and AstraZeneca), upon verification, are exempt from quarantine. Travelers availing of this exemption shall be required to self monitor for COVID-19 symptoms and comply with applicable DPHSS Guidance, including for verification requirements.
o UNVACCINATED TRAVELERS. Effective at 12:01AM on June 19, 2021, incoming travelers who, upon 72 hours of arrival in Guam, present a negative PCR or antigen test taken within 72 hours of arrival, are eligible for home quarantine and self-monitoring as provided in applicable to DPHSS Guidance.
All prior Executive Orders remain in full force and effect except to the extent they conflict with this Executive Order No. 2021-13. To view Executive Order No. 2021-13 in its entirety, click HERE.
Results: Ten New Cases of COVID-19
Ten (10) new cases of COVID-19 were identified out of 466 tests performed Tuesday, June 15. Four (4) cases were identified through contact tracing. One (1) case reported recent travel history and was identified in quarantine. To date, there have been a total of 8,261 officially reported cases of COVID-19 with 139 deaths, 56 cases in active isolation, and 8,066 not in active isolation. The CAR Score is 0.4.
COVID-19 Vaccination Schedule
COVID-19 vaccination clinics continue at the locations and times below. Bring a photo ID. Those due for their second dose are reminded to bring their COVID-19 immunization card. To view the complete schedule of COVID-19 vaccination clinics, visit dphss.guam.gov/vaccinategu or vaccinate.guam.gov. Minors must be accompanied by a parent or legal guardian and provide government-issued identification to validate age. Minor’s birth certificate is acceptable. Parent/legal guardian must have a government-issued ID. Guardians must also present legal guardianship or power-of-attorney document.
Free COVID-19 Testing Schedule
COVID-19 community testing continues. No symptoms are needed to qualify for testing. Bring a photo ID. Testing for travel purposes will not be conducted at these community testing sites. Individuals seeking COVID-19 testing to travel off-island may contact the DPHSS Northern Region Community Health Center at 635-7525/6 to schedule an appointment. Priority is given to patients under investigation and those traveling for medical purposes. For the safety of the community and nurses, only four (4) people per vehicle are allowed to be tested. Food Commodities Distribution Continues
The Guam Department of Education (GDOE), State Agency for the Emergency Food Assistance
Program (TEFAP) under the U.S. Department of Agriculture Food Nutrition Service distribution
will be available to village constituents only on a first-come, first-served basis. A limit of three
households per vehicle will be serviced at the distributions. Face masks must be worn. Bring a

- QUARANTINE FOR INCOMING TRAVELERS. Pursuant to applicable law and the Department of Public Health and Social Services Guidance (DPHSS), all incoming travelers shall be subject to quarantine at a government facility.
o EXEMPTION FOR VACCINATED TRAVELERS EXTENDED TO INDIVIDUALS WITH WORLD HEALTH ORGANIZATION (WHO) AUTHORIZED VACCINES. MORATORIUM ON FORECLOSURE AND EVICTION PROCEEDINGS LIFTED.
- All landlords and tenants are strongly encouraged to enter into voluntary repayment agreements to cure rental payment defaults of their original lease agreement. Entering into any such repayment agreement is voluntary. The parties should enter such agreements in good faith, and any payments made pursuant thereto should be reasonable under the totality of the circumstances and consider the tenants’ ability to pay rent.
- The moratorium on foreclosure and eviction proceedings ordered in Executive Order Nos. 2020-07 and 2020-14, and authorized to continue in effect in Executive Order No. 2021-04, shall be lifted effective July I, 2021.
- Actions instituted may be subject to federal limitations and restrictions.
- OPERATIONS AT COMMUNITY SENIOR CITIZENS CENTERS. Subject to applicable DPHSS Guidance and in accordance with any operational requirements of the Mayors Council of Guam, Senior Citizens Centers may resume operations effective July 1, 2021.
