PUBLIC NOTICE FOR COMMENTS

Federal Highway Administration & Department of Public Works Project: Port Authority of Guam Auto Lot Expansion and Shared Access Road Project, GU-PAG-0011 (010)
 
  • The Federal Highway Administration (FHWA) & Department of Public Works (DPW) initiated and completed the Section 106 consultation of the National Historic Preservation Act with the State Historic Preservation Office (SHPO) in accordance with 36 Code of Federal Regulation Part 800 for the proposed project undertaking on April 06, 2022. The agencies completed consultation with a concurrence of No adverse effect determination for the proposed project.
  • FHWA & DPW’s determination of effect was made because the Jose D. Leon Guerrero Commercial Port of Guam (GHPI Site 66-03-2978) is a potential eligible historic property that can be nominated into the National Register of Historic Places (NRHP).
  • FHWA & DPW are seeking comments for the proposed project undertaking. Comments can be sent to info@guamtransportationprogram.com no later than October 12, 2022.
  • The proposed project is to expand the auto lot and construct a shared access road at the Port Authority of Guam. The proposed undertaking would entail the following tasks:
    • Expand an existing auto storage parking lot adjacent to Route 11 and provide improved access from the Port Authority of Guam (PAG) cargo terminal (Figure 1). The auto lot will be accessible by the public from Route 11 without entering the secured terminal to enhance security, safety and efficiency for transfer of vehicles.
    • Construct a two-lane access road from Route 11 to an existing PAG tenant and a one-lane roadway extension for trucks departing from a future Guam Customs inspection facility (Figure 2) [the future facility is not a part of this proposed action].
  • The project will involve removal of grass, soil, and fencing; the relocation of light poles and concrete handholes; installation of new fencing and gates; excavation, grading, paving and striping for the expanded auto lot and the new access road
