Governor Leon Guerrero Signs Executive Order No. 2021-10, Quarantine Updates Effective May 15; Two of 358 Test Positive for COVID-19; Two GDOE Employees Test Positive for COVID-19; UPDATED: Vaccination and Testing Schedule; Food Commodities Distribution Continues
Today, Governor Lou Leon Guerrero signed Executive Order No. 2021-10, relative to amending Guam’s quarantine program for incoming travelers and further amending restrictions during Pandemic Condition of Readiness 3 (PCOR 3), and orders such that:
EFFECTIVE 8:00 A.M. MAY 15, 2021: social gatherings and congregations shall be limited to no more than one hundred (100) persons. The terms “social gathering” and “congregation” are not intended to include meetings of businesses, organizations, or government agencies held for the purpose of carrying out official business of such entities. A “congregation” or a “social gathering” is a meeting for a common and singular purpose of more than one (l) person where individuals are not members of a single household.
QUARANTINE FOR INCOMING TRAVELERS. Pursuant to applicable law and the Department of Public Health and Social Services (DPHSS) Guidance, all incoming travelers shall be subject to quarantine at a government facility.
CDC GUIDELINES FOR INTERNATIONAL TRAVEL. On January 12, 2021, the CDC announced an Order requiring all air passengers arriving in the U.S. from a foreign country to get tested no more than three (3) days before their flight departs and to present the negative result or documentation of having recovered from COVID-19 to the airline before boarding the flight. Air passengers will also be required to confirm that the information they present is true in the form of an attestation.
EXEMPTION FOR VACCINATED TRAVELERS. Effective at 12:01AM on May 15, 2021, all incoming travelers who have been fully vaccinated with an FDA approved COVID-19 vaccine authorized for emergency use (i.e. Pfizer-BioNTech, Modema, or Johnson & Johnson/Janssen), upon verification, are not subject to quarantine at a government facility. Travelers availing of this exemption shall be required to self-monitor for COVID-19 symptoms and comply with applicable DPHSS Guidance, including for verification requirements.

Results: Two New Cases of COVID-19
Two (2) new cases of COVID-19 were identified out of 358 tests performed on Wednesday, May 12. To date, there have been a total of 8,063 officially reported cases of COVID-19 with 139 deaths, 81 cases in active isolation, and 7,843 not in active isolation. The CAR Score is 0.4.
Two GDOE Employees Test Positive for COVID-19
Today, the Guam Department of Education (GDOE) confirmed two separate incidents in which two individuals tested positive for COVID-19. The first positive case was identified as an employee at Tamuning Elementary School and the second positive case was identified as an employee at F.B. Leon Guerrero Middle School.
In collaboration with DPHSS, GDOE is conducting ongoing contact tracing to identify and notify individuals who were in close contact with these individuals. These individuals will be placed in quarantine and/or isolation until they are cleared by DPHSS. Areas of both school campuses have been cleaned and disinfected. Regular hours of operation will continue on Friday, May 14, 2021.
