Leon Guerrero-Tenorio Administration Delivers $10.8M in Housing Relief Assistance

Tamuning, Guam (July 27, 2023) – The Department of Administration’s Homeowner Assistance Fund (HAF), a federally funded, temporary emergency program to support homeowners experiencing hardship during the COVID pandemic, is nearing the final stage of its program and will pause accepting continuance relief requests from current homeowners in the program on July 31, 2023. The HAF program was established to help qualifying homeowners get current with their mortgage, utilities, property taxes, and/or other delinquency charges.

“This relief assistance has helped homeowners catch up on their housing expenses and prevented foreclosures to preserve the dream of homeownership for many island residents,” said Governor Lou Leon Guerrero.

“Since the HAF program launched in January 2022, $10.8 million in housing stability assistance has been provided to 1,506 island homeowners and $7 million in mortgage payments paid to various financial institutions,” said Lt. Governor Joshua Tenorio.

The program stopped accepting new applications after its Cycle 4 on March 3, 2023 and is now in its Final Funding Phase. Applicants already in the program who are still experiencing financial hardship due to the pandemic can submit a continuation of financial assistance request until July 31, 2023. The program will spend all available funds and maximize the number of island residents served.

For homeowners with unmet needs, other resources are available to assist eligible households with utility bills and other homeowner expenses through Low Income Household Water Assistance Program (LIHWAP) or Low Income Energy Assistance Program (LIHEAP).
