Tamuning, Guam (July 27, 2023) – The Department of Administration’s (DOA) Emergency Rental Assistance (ERA) Program continues to provide financial assistance to keep families still facing challenges from the pandemic in their homes. 

As of June 15, 2023, the Area Median Income (AMI) limits changed because the Housing and Urban Development (HUD) updated the FY 2023 Household Size and Income Limits. This information is available on the ERA website, which now reflects the income limit categories of households of one (1) person up to eight (8) persons. Applicants who were previously disqualified due to income are encouraged to review the website and re-apply for reconsideration.

“Since launching in March 2021, the ERA Program has supported more than 13,000 transactions for nearly 8,800 households in combined rental and utility relief assistance,” said Governor Lou Leon Guerrero. “We encourage residents who may have been disqualified earlier to review the updated income limits and avail of this relief if eligible.”

“While we continue to recover from Typhoon Mawar, the reality is some of our families are still impacted by COVID-19,” said Lt. Governor Joshua Tenorio. “To date, the program has paid out a total of $32 million islandwide in rent, power, water, and trash removal, and continues to actively deploy funds to assist individuals and families facing urgent financial need impacted by the COVID-19 pandemic.”

ERA opened its Cycle 6 application period on May 1, 2023, and urges those who are needing support or continued assistance to apply online at doa.guam.gov.  Applicants can also seek in-person assistance at the Emergency Rental Assistance Office, 2nd floor Suite 219 in the ITC building in Tamuning, or at the Guam Relief Center, 3rd Floor in the Bank of Hawaii building.  A combined assistance of rent, rent arrears, utility, and utility arrears is available for a maximum of 18 months incurred from March 13, 2020, to present.  Applicants who have not exhausted their 18 months of assistance may be eligible for Continuance of Assistance.
