REQUEST FOR PROPOSAL
OFFICE OF INFRASTRUCTURE POLICY AND DEVELOPMENT
OIPD-RFP-23-001
The Office of Infrastructure Policy and Development (under the Direction of the Office of the Governor), is soliciting proposals for Technical Services and Assistance in evaluating existing Guam Broadband Infrastructure; and subsequent review and development of project proposals for implementation of the Initial Proposal Phase of the Broadband Equity, Access, and Deployment (BEAD) Program grant goals for Guam.
OIPD invites qualified offerors to submit their proposals for providing technical assistance in evaluating existing infrastructure, and project proposals for implementing the BEAD grant for Guam, also known as the Guam Broadband Initiative. The program's goals align with the goals of the BEAD grant, including infrastructure deployment, policies, improving affordability, and increasing residential access to broadband for all.
A Pre-Proposal conference will not be held. However, OIPD reserves the right to conduct a Pre-Proposal Conterence at any time priorto the date for submission of Proposals, it deemed necessary. Request for Proposal (RFP) packages may be obtained at the OIPD's temporary office located at the Nieves Flores Memorial Public Library in Hagätña, Monday - Friday, between 9 a.m. and 4 p.m., or can be requested by e-mail to carlo.carino@guam.gov.
Deadline for submission of proposals is Friday, September 15, 2023, at 4:30 p.m. (Chamorro Standard Time). An original proposal plus five (5) copies must be submitted to the OPID office at the address provided above. E-mail submittals to the RFP OIPD-23-001 will not be accepted. Off island Offerors must hand deliver their sealed RFP application postmakerd by the deadline via a carrier such as DHL or FedEx to:

Late proposals will not be accepted. Prospective responders shall direct inquiries/questions in writing via email to Carlo Carino, BEAD Administrator at carlo.carino@guam.gov
All questions regarding this RFP are due on Tuesday, September 5, 2023 by 4:30 p.m. (Chamorro Standard Time). Responses to all questions will be posted on Friday, September 8, 2023 by 5:00 p.m.
