ANNOUNCEMENT

The Office of Infrastructure Policy and Development (OIPD) is issuing this Request for Information (RFI) to solicit responses from qualified companies with proven expertise in expanding digital access for unserved and underserved communities. The purpose of this RFI is to understand industry capabilities, identify potential partners, and collect innovative solutions that can inform a future Request for Proposals (RFP) process.

Online Digital Equity Town Hall

MEETING

Our Digital Equity Plan aims to ensure the availability and affordability of faster broadband services, enhance access to online resources for all, promote digital literacy, and bolster cybersecurity awareness. Your input on these critical objectives is invaluable as we strive to create a more inclusive and connected Guam. The Office of Infrastructure Policy and Development, under the direction of Governor Lourdes Leon Guerrero and Lt. Gov. Joshua Tenorio, invites you to play a vital role in shaping Guam's digital future! Our team has been diligently crafting Guam's inaugural Digital Equity Plan and we’re ready to share it with you. Throughout 2023, we engaged with community members, organizations, and focus groups to gather insights and ensure that this plan reflects the diverse needs and aspirations of our island community. Now, it's your turn to lend your voice. We are excited to announce the commencement of a 30-day public comment period, starting March 1, 2024, and concluding on March 31, 2024. This is your opportunity to provide feedback on the draft Digital Equity Plan and its recommendations.

BEAD Initial Proposal Vol. 1 Public Comment Period

ANNOUNCEMENT

Office of Infrastructure Policy and Development to announce the official release of our Initial Proposal, Volume 1, as of today. This release follows the recommendations provided by the National Telecommunications and Information Administration (NTIA), and is aligned with the guidelines set forth in the Broadband Equity, Access, and Deployment (BEAD) grant, under the Notice of Funding Opportunity (NOFO). We are inviting public commentary on this proposal over a span of 30 days, concluding on November 30, 2023. Our office would greatly appreciate your contributions during this public comment period. Please direct your comments to our office via our website: broadband@guam.gov. Please find Volume 1 of the Initial Proposal for your review and consideration. Your valuable feedback will contribute significantly towards refining and enhancing our proposal, ensuring it effectively addresses the infrastructure needs while adhering to the stipulated guidelines. Request for Information (RFI) OIPD RFI-23-001

ANNOUNCEMENT

The Office of Infrastructure Policy and Development (OIPD), under the direction of the Office of the Governor, is establishing a list of qualified vendors who can provide innovative and cost-effective proposals for utilizing the Broadband Equity Access And Deployment (BEAD) Program that Guam received. The federal government allotted over $156.8 million to our island in line with a nationwide initiative to bring affordable high-speed internet for all, and we aim to ensure that these funds are employed effectively and judiciously. (https://www.internetforall.gov/) The primary objective of the RFI is to pull together a list of qualified vendors interested in competing in future BEAD grant funding for resilient, scalable, secured, affordable, high-speed, and sustainable broadband solutions relevant to this region in the Western Pacific. Our interests include broadband solutions that enhance broadband access, ensure equity, and optimize the deployment of federal resources.

REQUEST FOR PROPOSAL OFFICE OF INFRASTRUCTURE POLICY AND DEVELOPMENT OIPD-RFP-23-001 The Office of Infrastructure Policy and Development (under the Direction of the Office of the Governor), is soliciting proposals for Technical Services and Assistance in evaluating existing Guam Broadband Infrastructure and subsequent review and development of project proposals for implementation of the Initial Proposal Phase of the Broadband Equity, Access, and Deployment (BEAD) Program grant goals for Guam. OIPD invites qualified offerors to submit their proposals for providing technical assistance in evaluating existing infrastructure and project proposals for implementing the BEAD grant for Guam, also known as the Guam Broadband Initiative. The program's goals align with the goals of the BEAD grant, including infrastructure deployment, policies, improving affordability, and increasing residential access to broadband for all.
