Road Safety Reminder for the Week
THE RIGHT OF WAY RULE: Emergency Vehicles
Upon the approach of an authorized emergency vehicle (ambulance, police, fire equipment, civil defense, explosive ordinance, etc.) that is sounding a siren and/or displaying flashing red or blue lights, all highway users must yield the right-of-way (Motor Vehicle Code of Guam Section 3333).
- The operators of all other vehicles shall yield the right-of-way and shall immediately drive to a position parallel to, and as close as possible to, the right-hand edge or curb of the highway clear of any intersection and thereupon stop and remain in such position until such authorized emergency vehicle has passed, except when otherwise directed by a police officer.
- All pedestrians upon the highway shall remain in a place of safety until such authorized emergency vehicle has passed, except when otherwise directed by a police officer.

Guam Construction Update
Motorists are advised to drive cautiously through the construction zones, observe all posted speed limit and construction signs, and carefully heed flaggers (when present). Alternate routes and/or adjusting drive times when feasible are encouraged.
Construction activities will continue along Route 5 from Route 2A to Route 17 with intermittent lane closures. Motorists are advised to slow down while driving through this area.
There is a full road closure between Congressman Palting Loop and Pale San Vitores Road for the construction of a new retaining wall and widening of Ypao Road. Motorists will have to take alternate routes. The public is advised not to enter the construction area.
From Monday, 11/27/23 and Friday, 12/3/23 between 9:00 AM and 4:00 PM, motorists are advised that there will be lane shifts and intermittent lane closures along the northbound and southbound lanes of Route 14 (Chalan San Antonio) from GPO to the Archbishop Felixberto Flores Circle.
The all-day closure of one lane of traffic around the Archbishop Felixberto Flores Circle and its approaches on Route 14 remains in effect throughout the week.
The contractor will continue surveying along Route 14. Flaggers will be present to assist surveyors.
On Saturday, December 2, 2023, between 9:00 AM to 4:00 PM, motorists are advised that there will be lane shifts and intermittent lane closures as the contractor will continue work along Route 14 (Chalan San Antonio) at the following locations:
- before the Archbishop Felixberto Circle for concrete median work
- from Sagua Managu to the GTA Substation
On Sunday, December 3, 2023, starting at 5:00 PM, the contractor will be milling and paving along Route 14 (Chalan San Antonio) from St. Anthony Church to the Guam Greyhound Park. All traffic will be diverted to the Tamuning Elementary School side allowing for both ways of traffic. Access to businesses will be maintained. Construction activities will be completed with all lanes open on Monday, December 4, 2023, at 6:00 AM.
Motorists are advised of intermittent lane closures at the following locations on weekends between 8:00 AM and 5:00 PM:
- Route 3 northbound and southbound just north of Okkodo High School, Dededo
- Route 1 northbound and southbound in front of Central Lanes, Tamuning
- Route 1 northbound in front of RE/MAX Diamond Realty, East Hagåtña
The DPW contractor may begin center line striping along Mai Mai Road this week. Work will occur between 7:00 AM and 4:00 PM. There will be intermittent lane closures. We encourage residents in the area to exercise caution.
From Monday, 11/27/23, - Wednesday, 11/29/23, between 7:00 AM and 3:30 PM, the DPW HMC crew will be preparing Papaya Lane for milling and paving. Milling and paving is scheduled for Thursday, 11/30/23 from 7:00 AM – 4:00 PM. There will be intermittent lane closures. We encourage residents in the area to exercise caution.
