The Governor of Guam, Lourdes A. Leon Guerrero, through the Department of Public Works (DPW), is soliciting bids for:

Interested parties are required to submit one (1) original and two (2) copies of their sealed bids and one (1) electronic copy (can be contained in a compact disc or a USB flash drive) to the Department of Public Works, no later than 2:00 PM, on Wednesday, April 24, 2024. Bids will be publicly opened and read aloud shortly afterward in the Department of Public Works Division of Highways Building, Conference Room.
The contract term is three (3) years after the issuance of the Notice to Proceed. The Government reserves the right to extend the Contract for an additional two (2) year period.
All bids must be accompanied by a bid security in the amount of 15% of the total project budget amount. Bid security may be made by a bid bond, certified check, or cashier’s check made payable to the Treasurer of Guam.

The surety companies offered must be on the approved listing by the Government of Guam or the United States Department of Treasury listed as “Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and Acceptable Reinsuring Companies”.
All interested parties are hereby notified that minority business enterprises will be afforded full opportunity to submit bids in response to the invitation and will not be discriminated against on the grounds of race, color, and national origin in consideration for an award.
The right is reserved to reject any or all bids and to waive any imperfection in the bids in the best interest of the Government.
A pre-bid conference will be held at the Department of Public Works, Division of Highways Building Conference Room at 10:00 AM on Friday, April 5, 2024. All prospective bidders are encouraged to attend. Items discussed during the pre-bid conference will be made part of the contract documents.
