Traffic Advisory for the Week of September 9-15, 2024

Road Safety Reminder for the Week

Hydroplaning

Hydroplaning occurs when driving in wet or rainy conditions. Hydroplaning is a vehicle riding on water because the tires lose all contact with the road. A slight change of direction, applying the brakes, or a gust of wind could throw the vehicle into a skid.

To avoid hydroplaning:

  • Drive slowly.
  • Steer around standing water, if possible.
  • Slow down if you hear sloshing sounds from the tires.
  • Slow down when changing lanes or direction.

If your vehicle starts to hydroplane:

  • Slow down gradually
  • Do not use the brakes. Sudden braking may cause you to lose control of your vehicle.

Guam Construction Update

Motorists are advised to drive cautiously through the construction zones, observe all posted speed limit and construction signs, and carefully heed flaggers (when present). Alternate routes and/or adjusting drive times when feasible are encouraged.
 
Route 14B (Ypao Road) Reconstruction and Widening (Route 14 to Carmen Memorial Dr.), Phase 1 Cliffside – Tamuning
From Saturday, 9/7/24 to Sunday, 9/8/24 there will be a full road closure of Route 14B (Ypao Road) from Congressman Palting Loop to Pale San Vitores from 7:00 am to 5:00 pm. The contractor will be installing new streetlights in this area. Motorists should use alternate routes during this time.

From Monday, 9/9/24 to Friday, 9/13/24 between 9:00 AM and 4:00 PM, motorists are advised that the contractor will continue shoulder work along Route 14B and on the sidewalk. During this time, expect minimal lane shifts and intermittent lane closures.
 
Route 14 Resurfacing from Route 1 to Route 14B – Tamuning
From Monday, 9/9/24 to Friday, 9/13/24 between 9:00 AM and 4:00 PM, motorists are advised that the contractor will continue shoulder work along Route 14 (Chalan San Antonio). During this time, expect minimal lane shifts and intermittent lane closures.
 
Islandwide Grass Cutting Maintenance Project
The DPW contractor will be grass cutting at the following locations, weather permitting:
  • Saturday, 9/7/24 – Monday, 9/9/24: Route 1 from AAFB to Adelup
  • Tuesday, 9/10/24: Route 16 and Route 8
  • Wednesday, 9/11/24: Route 10
  • Thursday, 9/12/24 – Sunday, 9/15/24: Route 15
Work will occur between 7:30 AM and 5:00 PM. There will be intermittent lane closures. The DPW asks motorists to please proceed with caution and remain alert for traffic control signs and work crews.
 
Islandwide Village Streets Paving – Agat
The DPW HMC crew will continue preparing streets south of San Vicente Avenue in Agat village for paving. Work will occur between 7:30 AM and 3:30 PM. The DPW asks motorists and residents to please proceed with caution and remain alert for traffic control signs and work crews.
