Traffic Signal Lights (Flashing/Not Working)
Flashing Red light is the same as a “STOP” sign.
Come to a complete stop at the intersection before proceeding.
Flashing Yellow light means "SLOW DOWN" and proceed with caution. Slow down and be alert before entering the intersection. Yield to any pedestrians, bicyclists, or vehicles in the intersection. You do not need to stop for a flashing yellow traffic signal light.
Traffic Signal Light Not Working (Blackout)
When the traffic signal lights are not working properly, whether flashing red or no lights are showing, treat the intersection as if it is controlled by a “STOP” sign in all directions. This means that all traffic must come to a complete stop prior to proceeding, obeying the rules for a “STOP” sign.

Guam Construction Update
Motorists are advised to drive cautiously through the construction zones, observe all posted speed limit and construction signs, and carefully heed flaggers (when present). Alternate routes and/or adjusting drive times when feasible are encouraged.
Route 1 from Route 1/Route 6 to Route 1/Route 11 Intersections
General construction activities will continue for the Route 1 Striping and Marking Project along Route 1, between the Route 1/Route 6 and Route 1/Route 11 intersections project. These activities will involve lane shifts and lane closures.
From Monday 4/28/25 through Friday 5/2/25 from 9:00 AM to 4:00 PM, the contractor will work on pavement striping and markings between Route 11 and Asan Beach Park. There will be multiple intermittent closures on both northbound and southbound lanes during this time.
No construction activities are scheduled from Saturday, 5/3/25 to Sunday, 5/4/25.
Route 2A Pavement Repairs – Santa Rita
Paving repairs will continue along Route 2A, between Route 1 and Santa Rita Industrial Drive, in Santa Rita on Saturday, May 3, 2025, from 7:00 AM to 4:00 PM. Expect multiple intermittent closures on both the northbound and southbound lanes during these hours.
No construction activities are scheduled from Monday, April 28 to Friday, May 2, 2025, and Sunday, May 4, 2025.
Route 8 Pavement Repairs – Barrigada (Tentative Schedule)
Paving repairs along Route 8 in Barrigada are tentatively scheduled from Monday to Friday, April 28, 2025, to May 2, 2025, between 9:00 AM and 4:00 PM, and Saturday, May 3, 2025, from 7:00 AM to 4:00 PM. The work will take place at multiple locations along the route, with intermittent lane closures in both directions during these times.
No construction activities are currently planned for Sunday, May 4, 2025.
Starting Monday, 4/28/25, the DPW HMC crew will begin grass cutting along Route 8 starting from the Route 1 (Marine Corps Dr) Intersection. Work will occur between 8:00 AM and 3:30 PM and may continue throughout the week. The DPW asks motorists to please proceed with caution and remain alert for traffic control signs and work crews.
