BEAD Restructuring: ULFW and BEAD Location Eligibility

ANNOUNCEMENT

Unlicensed Fixed Wireless (ULFW) providers in Guam are hereby notified that they have seven (7) calendar days, until Friday, June 20, to indicate their intent to submit evidence demonstrating that BEAD funding is not required for the locations they currently serve. This notice follows the major federal revisions outlined in the BEAD Restructuring Policy Notice issued on June 6, 2025 (see Section 4: Optimizing BEAD Locations and Appendix A).
The Office of Infrastructure Policy and Development emphasizes that all providers must submit a new notice of intent and new supporting evidence, regardless of any prior submissions. Locations will not be removed from BEAD eligibility without current documentation aligned with the updated policy.
ULFW providers will then have seven (7) calendar days from the date of their notice of intent to submit documentation verifying that their existing ULFW services meet the technical and performance standards required for a BEAD subgrant, as specified in Appendix A of the Restructuring Policy Notice. If a provider demonstrates that their services meet these requirements, the locations in question will be deemed ineligible for BEAD funding.
Providers are strongly encouraged to carefully review the technical standards in Appendix A and to prepare a comprehensive list of the locations they claim to serve. Only those locations where the FCC National Broadband Map indicates potentially qualifying unlicensed fixed wireless service is currently available will be evaluated for BEAD eligibility.
